Description
Current events warrant attention to the security at water and wastewater chlorine storage facilities. Bombs wrapped around chlorine cylinders have been used by terrorists in Iraq. Police in two California Counties have reported unsuccessful attempts to steal chlorine from municipal water treatment plants. There is Congressional support to amend the DHS chemical security program to bring water and wastewater utilties into that program (currently exempt). It is important that water and wastewater systems assess the security at their chlorine storage facilities, evaluate physical security upgrades, and analyze the potential to switching from gaseous chlorine to another disinfectant such as sodium hypo chlorite. This course is designed to cover these objectives.
