Description
Sewage treatment plants are not designed to treat many industrial pollutants. In order to protect the treatment plant, its sludge, the environment, and ensure that it meets the requirements of its NPDES permit requirements, POTWs that accept industrial waste must determine the amount of industrial waste that they can accept, and the levels to which industrial users of the treatment plant must treat to prevent problems. In addition, POTWs with EPA approved pretreatment programs are generally required to reevaluate existing local limits after permit reissuance to ensure that they are still protective.
This course will provide students with information on how to properly determine which pollutants are of most concern within their system, the amount of each pollutant that can be accepted, the specific limits to apply to industrial facilities within their system and whether those limits are appropriate, when and how to review and reevaluate the appropriateness of the limits, and how to obtain the required EPA approval of the limits.

Course Content
- Determining pollutants of concern for local limits development.
- Data collection - treatment plant and collection system sampling, environmental criteria, and treatment plant, sludge and strem flows.
- Calculation of treatment plant removal rates, allowable headworks loadings, and allowable industrial loadings.
- Determination of local limits - assessing and allocating allowable loads, adoption and approval of local limits.
- Periodic local limits reviews and reevaluations.
