Description
The Bioterrorism Act of 2002 requires community drinking water systems that serve more than 3300 people to certify and submit vulnerability assessments and certify completion of emergency response plans to the Environmental Protection Agency (EPA). The deadline to certify and submit vulnerability assessments to EPA is June 30, 2004, for systems serving populations of less that 50,000 people. Once a drinking water system certifies completion of it vulnerability assessment to EPA, it is required, within six months, to certify completion of its emergency response plan. To help small systems assess their vulnerabilities to the threats of technological and natural disasters, EPA is funding "Train-the-Trainer" efforts to ensure a resource pool of trained professionals and trainers who can deliver training and technical assistance to drinking water systems serving populations of less than 50,000 people. The Maryland Center for Environmental Training is presenting sessions throughout EPA Region 3. Training will include modules on vulnerability assessments, security enhancements, and emergency response plans. Training is delivered through lecture, guided discussion, and group exercises.

*Basis for improved security, statutory and regulatory background *Vulnerability assessment: concepts, methodology, and tools; typical vulnerability assessments at water systems (management, sources, pumping, treatment, storage and distribution) *Security Enhancements: developing countermeasures, vulnerability reduction strategies, criticality exercises *Emergency response plans: vulnerability assessment as basis for ERP, ERP development, testing the plan, plan maintenance and revision
Target Audience
Trainers and technical assistance providers who work with small systems and medium water systems. Audience includes representatives from state and federal regulatory agencies, utilities, environmental training centers, associations and menbership organizations.
