The U.S. Environmental Protection Agency (EPA), PaWARN and the Pennsylvania Black Sky Water Sector Committee will conduct a free Water Sector Black Sky Exercise in both Pittsburgh and Mechanicsburg, PA. The exercise will focus on a long duration power outage and how it affects water utilities. The exercise will enable water and wastewater utility participants to evaluate their preparedness for a long duration power outage and identify challenges and improvement actions. This workshop series is part of an ongoing effort to ensure that water and wastewater utilities around the country are able to adequately prepare for and respond to both short-term and long-term power outages.

Basic thru Advanced

-Presentation from the Pennsylvania Black Sky Water Sector Committee and Public Utility Commission regarding efforts that the state has taken to prepare for long-term power outages. -Presentation from the Pennsylvania DEP regarding alternative power requirements for water and wastewater utilities. -Panel Discussion and presentations from water and wastewater utilities from around the state who will describe how they have prepared for short-term and long term power outages. -Presentation from an electrical utility who will discuss how they prepare for and respond to power outages. -EIS Council video that details national and international collaboration on resilience and whole community restoration and response planning, addressing severe, national and global scale hazards to lifeline infrastructures. -Tabletop Exercise where are all participants will participate in guided small group discussions to discuss the response to a two-week power outage utilizing pre-scripted questions.

The target audience for this exercise is water and wastewater operators and staff in Pennsylvania to learn and share how their utility is or can become more resilient to a long-term power outage ensuring that they can provide vital water and wastewater services in their service area.
